Windows API - How to set Time Zone?

Titel: How to set Time Zone?
Because of specific problem with MKISOFS and timestamps, I must find a way to set Time Zone to Casablanca before building ISO file, and than back after building ISO.
I'v search the forum, but I didn't found anything about it. Is there an API function to set Time Zones?
